Hạn ngạch nhập khẩu đường niên vụ 2021-2022 được bổ sung 200.000 tấn do tổng cung đường cả nước thiếu hụt lớn so với nhu cầu.

Tại phiên đấu giá hạn ngạch nhập khẩu đường bổ sung hôm nay, Thứ trưởng Công Thương Trần Quốc Khánh cho biết niên vụ sản xuất đường 2021-2022, cả nước ước đạt gần 750.000 tấn, tăng hơn 8% so với 2020-2021.

Với mức tăng hạn chế này, cộng với hạn ngạch nhập khẩu đã phân giao và đấu giá hồi tháng 9 là 113.000 tấn đường, lượng tồn kho... thì tổng cung vẫn thiếu so với nhu cầu tiêu dùng, sản xuất của cả nước. Vì thế, Bộ Công Thương tiếp tục đấu giá hạn ngạch nhập khẩu đường bổ sung 200.000 tấn, trong đó 160.000 tấn đường thô và 40.000 tấn là tinh luyện.

Kết quả đấu giá bổ sung hôm nay, có 7 doanh nghiệp trúng hạn ngạch nhập khẩu bổ sung 125.000 tấn (100.000 tấn đường thô và 25.000 tấn đường tinh luyện). Trong đó, 100.000 tấn đường thô được chia đều cho 5 doanh nghiệp, mỗi đơn vị 20.000 tấn, gồm Công ty cổ phần Đường Việt Nam, Công ty cổ phần Thành Thành Công Biên Hoà, Công ty cổ phần Hàng tiêu dùng Biên Hoà, Công ty TNHH MTV Đường Biên Hoà - Ninh Hoà và Công ty cổ phần Đường Quảng Ngãi (HN:QNS).

Hai doanh nghiệp trúng đấu giá đường tinh luyện, gồm Công ty TNHH Nước giải khát Suntory Pepsico (NASDAQ:PEP) Việt Nam (20.000 tấn) và Công ty TNHH Nước giải khát Cocacola Việt Nam (5.000 tấn).

Từ tháng 6/2021, Bộ Công Thương áp thuế chống bán phá giá, chống trợ cấp với một số sản phẩm đường mía nhập khẩu từ Thái Lan và từ tháng 8/2022 áp thuế chống lẩn tránh với đường mía nhập từ Campuchia, Lào, Indonesia, Malaysia, Myanmar. Vì thế, Thứ trưởng Trần Quốc Khánh lưu ý các doanh nghiệp trúng đấu giá cần cân nhắc việc nhập khẩu đường từ các thị trường này để tránh bị áp thuế chống bán phá giá, chống trợ cấp hay lẩn tránh thuế...

Trước đó, cuối tháng 9, Bộ này đã đấu giá 113.000 tấn đường hạn ngạch thuế quan nhập khẩu năm 2022. Bảy doanh nghiệp đã trúng đấu giá 109.000 tấn, trong đó 5 doanh nghiệp được phân giao nhập đường thô và 2 doanh nghiệp nhập đường tinh luyện.
